Interim Chief Frederick J. Seklecki announced today, Sunday, June 12, 2011, the results of a six day targeted sweep including a three day TBOS operation that netted 48 arrests. Interim Chief Seklecki stated, ”I praise the excellent work done by Holyoke police narcotics and uniform officers along with our state and federal partners. I also wish to recognize the hard work done by our civilian dispatchers and clerks. It takes a team effort for these crackdowns to be successful.”

On March 24, 2011 at or about 3:00 p.m. a 16 year old white female was exiting the Holyoke Mall at Ingleside talking on her cell phone headed to her parked vehicle, a blue Ford Explorer. She entered her vehicle, locked her doors and started the engine while still on her cell phone. It was at this time that the arrestee, described as a heavy set black male, approached her vehicle, snatched open the locked door and said “Give me your wallet and get out of the car”. The 16 year old victim stated “Please don’t take the truck, it’s my mother’s”. To which the arrestee said “Get over there”, instructing her to get in the front passenger seat and he got behind the steering wheel. The arrestee backed out of the parking spot and sped off out of the mall’s parking area.
While being driven by the arrestee, the 16 year old victim pleaded with the arrestee not to hurt her. The arrestee drove the 16 year old victim, who had her license for only two weeks, to the Kmart Plaza where he put her out of the vehicle. As the victim exited the car she said “Please bring my mom’s car back” and the arrestee replied “Trust me this is one ride you don’t want to go on”. The arrestee shouted at the 16 year old victim if she told anyone his friends would come back, find her and kill her.
The 16 year old victim sat under a tree for a while and finally got up the courage to telephone her boyfriend from the Stop & Shop Supermarket in the Kmart Plaza; however, the boyfriend checked the wrong Stop & Shop and could not locate her. The boyfriend, after speaking with her mother, finally located the victim at the Stop & Shop on Northampton Street.
The arrestee subsequently drove the stolen vehicle to West Springfield where he robbed the Quality Inn. A description was given to the West Springfield police of the arrestee and the vehicle which they subsequently located and engaged in a vehicle pursuit into the City of Springfield. In Springfield the arrestee ran the vehicle into a guardrail at which time he was arrested by Springfield officers. The arrestee was transported back to West Springfield where he was booked on armed robbery and other charges.
The Holyoke Police Department will be filing a criminal complaint against the arrestee on the charges listed above.
Chief Scott said, “I commend the West Springfield officers and the Springfield officers for their swift and speedy apprehension of this career criminal. I also commend the 16 year old victim who managed to maintain her composure and her calmness which I believe saved her life.
The arrestee, James L. Suggs, Jr., is a dangerous, one-man crime wave who has been arraigned 107 times in the Worcester and Barnstable Superior Courts as well as the Barnstable, Salem, Orleans, Lynn, Nantucket, Worcester, Chelsea and Woburn District Courts. He was convicted of armed robbery in January of 2005 and committed to the House of Correction for 4 to 5 years; in August of 2002 he was convicted on attempt to commit a crime and sentenced to 4 to 5 years; in June of 1997 he was convicted on distribution of cocaine and sentenced to 2 to 4 years; in March of 1995 he was convicted of distribution of cocaine and sentenced to 2 years which was suspended and he has other convictions on his record.
Upon review of this individual’s criminal record it makes one wonder how this criminal was permitted to walk among civilized, tax paying, low abiding citizens. One can only hope that if he is convicted on these most recent charges that he will be locked up and the key to his cell will be lost”.
